Open letter to Los Angeles County Federation of Labor on School Privatization and Ms. Mónica García

"I can't wait until all contracts are thin contracts." — LAUSD President Mónica García on Unions

School Privatization Hurts Everyone

School Privatization Hurts Everyone.Privatization via charter schools removes agency from communities and encourages the lowest wages possible. Aside from eschewing organized labor within schools themselves, every aspect of privatized schools encourages the use of non-unionized labor and at-will employees. This is true from construction, to food services, to site maintenance, and every other facet of building, running, and maintaining schools.

Corporate charter chains like CNCA are under no obligation to even consider contractors with agreements with organized trade unions. Instead of their numerous projects benefiting the workers in the community, those tax dollars go into the pockets of well heeled developers. Other large charter chains like Alliance outsource to 501c3 firms all the work that would typically be done by classified union employees at public schools.

Ultimately school privatization drives down wages, commoditizes labor, and takes the dignity out of work and our communities.

President Mónica García supports school privatization

Mónica García's policies of giving schools away to outside bidders has exacerbated anti-labor practices. Even in the case where she can't eliminate organized labor, she has made disparaging remarks like "I can't wait until all contracts are thin contracts." Rather than viewing unions as partners in educating students, she treats them as adversaries. Her disdain for collective bargaining is disconcerting.

While real estate firms, contractors, and charter executives have flourished under Ms. García's leadership, we've seen a steady decline in certified and classified personnel in the district. This trend towards privatization affects all labor.

Moreover, her policies have been hurtful to the community at large. Here are a few of the more egregious things she can take credit for.

  • Mónica García has consistently ignored the voices and needs of our parents, students and communities, employing repression to stifle legitimate dissent.
  • Under García's leadership, tens of thousands of teachers, librarians, and health and human service employees have been  subjected to reduction in force notices. While some of these educators have been rehired, the net effect has been teacher demoralization; a disincentive to enter the teaching profession; a disruption and marginalization of impoverished schools; and arguably illegal classroom overcrowding.
  • Under García's watch, hundreds of millions of dollars in LAUSD properties and resources have been given to privately managed charter school corporations, systematically starving public schools of resources.
  • García has overseen several destructive school reconstitutions and closures, despite warnings from scholars that such drastic "reforms" do nothing to improve outcomes.
  • García has been a party to handing public schools over to charter corporations which are documented to perform worse than the schools they replaced.
  • The hallmark of García's tenure has been hundreds of millions of dollars squandered on unnecessary tests, consultants, and questionable hiring priorities. This budget mismanagement has led to the current situation where programs critical to poor and immigrant families including: The School Readiness Language Development Program, Early Education Centers, Elementary Arts, and Adult Education have been cut, while the District held millions in reserve.
  • Under García, LAUSD has taken Federal Title I and Title III funds (supporting low-income students and English Language Learners respectively) away from school sites.

In the interest of our communities and all the hard working women and men who still have the hard earned right of collective bargaining, we need to endorse school board members who will partner with labor.

How do we win back our schools?

"After years of teachers union bashing and corporate-led school 'reform' efforts, anti-public school forces are now on the defensive. And the main reason is that the statistical measurements do not support their arguments, and even show a pattern of falsification." — Randy Shaw

Progressive Educators for Action (PEAC)
For our students, communities and ourselves.

3303 Wilshire Blvd., Room 816, Los Angeles, CA 90010

PEAC will be holding a forum to talk about how bottom-up reform, community organizing, and union transformation are key to preventing school takeovers and fighting for educational change and full funding!

Come and make a plan for how your school can get involved and how you can be part of shifting both UTLA and LAUSD.

Join other social justice education activists from around the city to discuss what's going on with LAUSD and UTLA, and plan out a proactive plan for what UTLA can be doing citywide around PSC, the contract fight and winning back RIFed jobs. We will also focus on how we can be pushing for reform that will serve our students and communities in communities that have historically underserved.

Join PEAC on September 15th at 4:15PM in room 816 to get involved.

Take the Offensive! L.A. Peoples' Campaign for City Council

The following is courtesy of activist Jubilie Shine

Take the Offensive! L.A. Peoples' Campaign for City CouncilWe must get off the habitual defensive if we are to actually accomplish the goals we proclaim. Even from a defensive position we need to mount a counter offensive if we are to win:

  1. To build serious grassroots organization door by door and block by block
  2. To convert activists into organizers
  3. To unite democratic and revolutionary forces
  4. To win positions of power and influence and convert those resources into weapons for the peoples' struggle
  5. To concretely expose the irreconcilable contradiction between peoples' democracy and imperialism/monopoly capitalism

Protest campaigns are not enough! cursing your enemy is not the same as fighting him, as Mao said. campaigns for positions we are not now able to win are handcuffed at best and at worst, providing objective assistance to the most dangerous elements of the enemy.

But through local electoral campaigns we can raise all the large issues. war, immigration, economy, police abuse, the universal is in the particular!

In March '11 the even numbered city council districts are up in L.A. -- cross-hairs on bernard parks, Crenshaw District 8.

The disgraced (Rampart!) ex-LAPD Chief ran unopposed last time and won with a patry 6,480 votes. Since then he ran for County Supervisor and got thrashed by Ridley-Thomas. Now his own campaign manager has filed a $146,000 lawsuit against him. His machine is fractured. 3 people so far have stepped up to challenge him--all likely business candidates who will split their votes.

The door is wide open for an aggressive, uncompromising, peoples' campaign to run our own candidate on a united front platform and seize a seat in city government or at minimum establish unprecedented working unity among all local progressive forces.

We do not want a personality showcase. We want an issues-driven program democratically determined by the community itself as the driving force. We are proposing a PEOPLES' CONVENTION! In which all residents can participate--regardless of residency status, prison record, or affiliation--to openly nominate and democratically elect their candidate behind the platform they will ratify, to challenge the city establishment and its corrupt ex-police chief for who best represents the interests and needs of the community.

We are inspired by the recent city council victories of Chokwe Lumumba in Jackson, Mississippi, of Ras Baraka in Newark, NJ, and our very own sweep of the south central neighborhood council.

We invite all honest forces who are ready to put in work to our jump-off meeting. 1:30 pm sharp! Saturday, August 7 at the Afiba Center, 5730 Crenshaw North of Slauson. Parking in the US Bank next door.

PR: Overhill Farms’ Workers Launch Consumer Campaign Against Panda Express

OVERHILL FARMS’ WORKERS LAUNCH CONSUMER CAMPAIGN
PANDA EXPRESS IS THE FIRST TARGET

What:  Protest by workers of Overhill Farms

Where:  PANDA EXPRESS food outlet on the corner of Alameda and Florence in the city of Huntington Park

When:  Thursday, June 11, 2009

Time:  4:30 p.m.

Terminated workers of the Overhill Farms company announce their consumer education campaign in response to the racist and discriminatory abuse and mass firings by company President Jim Rudis.

PANDA EXPRESS is the first target of the consumer education campaign.  Panda Express is a major purchaser of pre-packaged food product manufactured by Overhill Farms.  Others include Jenny Craig, El Pollo Loco, Jack-in-the-Box, Costco, American Airlines, Northwest Airlines, and other companies.

“We will call on these companies to communicate with Overhill Farms management to cease its discriminatory treatment of its employees and return the terminated workers to their jobs.  Consumers of product from these companies have the right to know the truth about Overhill Farms.  And, we intend to make sure they know,” stated Teresa  Cortez, leader of the Worker’s Council of Overhill Farms.

Most of the dismissed workers have been with the company between five and twenty years, and those with the greatest seniority are women.  Overhill Farms is the powerhouse publicly-traded multi-million dollar food processing and pre-packaged food manufacturing and distribution company of southern California – thanks to its immigrant work-force.

Green Dot's Locke charter: Reality bites, and the press starts to get it

In Green Dot's Locke charter: Reality bites, and the press starts to get it Caroline Grannan looks at how the rosy relationship between neoliberal charter operator Green Dot and the media is starting to crack a little now that the figures from the hostile Locke take-over are now known. Steve Barr, Marco Petruzzi, and Ben Austin were boasting before the take over of Locke, that they would turn the school around in a matter of months. However, when they are given similar conditions to LAUSD without the ability to skim and cherry pick students they haven't produced 800 APIs, even with the millions from Broad and Gates. Instead of handing more money to these six figure salary types, we should be working to keep our schools public. It's time to support our students, parents, and UTLA instead of funneling our hard earned tax dollars into Steve Barr's lavish Silver Lake home.

FOR IMMEDIATE RELEASE
Teachers, Parents, and Community Members Announce Hunger Strike and Teach-In for the Kids of LAUSD: Hungry for a Better Education

Los Angeles, California – Nearly a dozen individuals, including LAUSD teachers, concerned community, and a single father will undergo a full-fledged, water-only fast beginning the evening of Wednesday, May 27th, 2009.

The objective of these actions is to call attention to School Board Members Garcia, Flores, and Vladovic’s plan to put nearly a half billion dollars of federal stimulus money into a savings account while raising class sizes and laying off some of the district’s best, most exciting, vibrant new teachers. Our demand is for a new LAUSD budget that defends students’ classrooms.

LAUSD has received nearly a billion dollars in federal stimulus money. President Obama has repeatedly announced that the purpose and top priority for this money should be to keep jobs and to inject the money as quickly as possible into the economy; however, Board Members Garcia, Flores, and Vladovic have voted to approve a budget that does just the opposite. Their budget calls for saving half of the money and laying off 2,500 desperately needed teachers, the future of the profession. Worse still, their plan calls for raising class size – the single biggest factor in determining students’ success.

Hunger strikers are willing to continue the fast until all demands are met. Such drastic cuts call for drastic actions.

Demands

1) Protect out students’ education by NOT increasing class size
2) Protect the future of education in LAUSD by NOT laying off our new teachers

Victory for the Republic Workers

We want to celebrate the Republic Windows and Doors workers' victory of preventing the bosses and bankers from stealing their hard earned vacation, severance, and insurance pay. However, our Saturday protest is still on. First we want to raise awareness of what just happened -- a successful factory occupation, here stateside in 2008. Also, while Bank of America is trying to sound magnanimous about making these loans, these workers might still have jobs if the bank loaned when the company was still operating. Bank of America's David Rudis remarked the bank had "no obligation to pay Republic's employees." Frankly we the workers, read taxpayers, were under no obligation for the $25 Billion recently handed over to his bank.

This struggle is a microcosm of all our struggles, and is praxis of some major points. First, it highlights the power of workers, and our ability to face down the bosses using our most powerful weapon, the strike. Second, the working class struggle is one and the same as the immigrant rights struggle. Not only were a good portion of the UE workers at Republic immigrants of Latino descent, but this is one of several recent immigrant workers' fight back actions in Illinois including Cygnus Corp. Lastly, it shows the degree of militancy and organization it will take to gain victories in both the current economy and political atmosphere.
